Professional Experience:
Principal Investigator/Architectural History and History, Wapsi Valley, Archaeology, Inc., Anamosa, IA, March 2015–2016 and 2023 to present. Responsibilities include completion of historic and historic architectural studies, identification, documentation, and evaluation of resources for Section 106 and National Register nomination purposes, research, fieldwork, analysis, and preparation of technical reports and public outreach documents.
Budget and Grant Manager, City of Rock Island. Oversaw all federal, state, and local grants awarded to the Community Economic Development Department. Managed the HUD-CCBG entitlement grant, this includes oversight and management of three divisions within the department. Develop and update policies and procedures for the financial management, Environmental Compliance, Code Enforcement, and Economic Development divisions. Ensured that all programs funded through CDBG meet the federal regulations and follow the policies and procedures as adopted by the Rock Island City Council. Prepared and submitted all required reports to funding agencies. From 2016 to 2023.
Architectural Historian/Archaeologist, EBI Consulting. Served as Principal Investigator for architectural survey and conducted archaeological investigations for project locations throughout the Midwest and Upper East Coast regions of the United States as part of the Federal Communication Commission’s Section 106/NEPA compliance process. Completed appropriate background research, site investigation, and completed the appropriate technical reports that included analysis and eligibility determinations for submission to the FCC and SHPOs for review, comment, and concurrence regarding investigation findings under the Section 106 process. Made appropriate recommendations to mitigate any adverse effects of the undertaking on properties determined eligible for listing on the National Register of Historic Places. From 2013 to 2014.
Grant Development Coordinator, City of Moline. Performed the duties of the State Historic Preservation Officer under a Programmatic Agreement between the City of Moline and the State of Illinois Historic Preservation Agency. Conducted architectural surveys and determination of eligibility assessments of properties, reviewed identified properties using the Section 106 process and applied the SOI NR criteria. Made appropriate recommendations to mitigate the adverse effect of the undertaking on properties determined eligible for listing on the National Register of Historic Places. Completed the initial NEPA document for each project undertaken by the city as required under the HUD/CDBG guidelines. From 2011 to 2012.
Architectural Historian/Archaeologist, Midwest Site Search. Served as Principal Investigator for architectural survey and conducted Phase I and II archaeological investigations for development projects located in Missouri and Illinois. Authored analysis and eligibility determination technical reports for submission to client and State Historic Preservation office for review, comment and concurrence under the Section 106 process. Made appropriate recommendations to mitigate the adverse effect of the undertaking on properties determined eligible for listing on the National Register of Historic Places. Authored National Register nominations, conducted state level HABS/HAER documentation; this process included development of detailed floor plan drawings, black and white photography using SOI standards for archival development and report preparation of architectural descriptions and analysis for submission to State Historic Preservation Office for review and comment. Architectural Historian consultant for Public Service Archaeology Program for Missouri projects. From 1999 to 2011.
Regional Planner/Grant Writer, Mid-Missouri Regional Planning Commission, Coordinated and developed projects that promoted economic development in the region. Consulted with local governments and organizations regarding historic properties and artifacts using appropriate restoration/renovation materials and approaches. Managed projects that included but were not limited to community development block grants, storm water management plans and transportation grants, i.e. Enhancement grants and Safe Routes to School grants, and other types of planning projects, completing all Section 106 review and compliance and NEPA documentation for projects. From 2006 to 2010.
Economic Development/Revolving Loan Fund Coordinator, Illinois & Michigan National Heritage Corridor Commission. Marketed and managed Economic Development Revolving Loan Fund program. Identified potential business applicants and assisted with the development of business plans, budgets and the RLF application. Presented and discussed potential business partners directly to the Commission. Completed annual financial reporting documents for submission and review to the Federal Economic Development Administration. Developed and wrote grant applications that furthered the historic preservation mission of the corridor and assisted with historic preservation activities. From 2002 to 2003.
Grant/Revolving Loan Fund Coordinator, State of Missouri Historic Preservation Office. Oversaw State Historic Preservation Office Program budget, grant budgets and State Revolving Loan Fund account; cumulative budgets were in the amount of 1.4 million dollars annually; negotiated grants, monitored financial data. Reported directly to the Missouri State Historic Preservation Advisory Council, seeking input and direction regarding the State Revolving Loan Fund and historic properties held in portfolio. Oversaw State Historic Preservation Office Program budget, grant budgets and the State Revolving Fund account. Negotiated grants, reviewed grant applications, monitored financial data for irregularities, and monitored all grants to insure federal compliance. Updated State Historic Preservation Office grant application and policy guidelines. Assisted constituents with loan applications and assisted them throughout all phases of their preservation project. Continued to monitor all historic properties in the State Revolving Fund portfolio. Traveled throughout the State of Missouri helping constituency with preservation issues. From 2001 to 2002.
Museum Technician, Lincoln Home National Historic Site. Identified, analyzed and cataloged artifacts and architectural elements removed from buildings in the park; managed artifacts in the Abraham Lincoln home. Conducted Phase I archaeology surveys within the confines of the Lincoln Home National Historic Site boundaries. Identified, analyzed and cataloged over 4,000 artifacts from the Arnold house excavation. Collected paint samples from houses in the park and prepared them for analysis, cataloged and accessioned the samples into the museum collection. Identified and collected architectural elements of structures as they were being dismantled.

June 2004 Hematite Fuel Fabrication Facility, Festus, Missouri. Hematite Fuel Fabrication Facility was the first privately owned uranium fuel processing plant in the United States. The documentation was completed in order to decommission and demolish the facility.
